Marijuana should be legalized and taxed, says Mayor-Elect McGinn

Mayor-elect Mike McGinn's "open-source" transition encourages the public to tell him their top ideas for Seattle, and so far two ideas have shot to the top, garnering the most votes on his web site: "Expand as much light rail and subway as possible" stands far and above at No. 1. Lagging  behind at No. 2, "legalize marijuana and tax it."

McGinn is in favor of both. Speaking on the public radio station KUOW today, he said that within two years, his administration will put together a proposal for expanding light rail to present to voters. And he said he supports a state bill to legalize pot for people over age 21. House bill 2401 was pre-filed last week by six House Democrats: Mary Lou Dickerson and Scott White of Seattle, Roger Goodman of Kirkland, David Upthegrove of Des Moines, Mary Helen Roberts of Lynnwood, and Sherry Appleton of Poulsbo.

"I think the public sees that it’s just not a sensible set of laws," McGinn said of current pot laws. Marijuana should be "regulated," not considered criminal activity.

“I actually took this position during the campaign and nobody noticed,” he added.

The Stranger's online Electionland section four months ago asked McGinn during the primary: "Do you favor the Legalization and Taxation of cannabis?"

Today, he stood by his reply to that query:

Yes. If every politician who ever smoked pot supported this it would happen in a heartbeat.

I would support efforts at the state and federal level to decriminalize marijuana.

What are the odds the state pot bill will pass? "If only they wanted to tax it enough to solve the budget shortfall, it might have a chance," opined Peter Callaghan of The News Tribune.

Light rail, marijuana and Pioneer Square revitalization so far round out the top three ideas for Seattle in McGinn's open-source online poll. That's followed by making Seattle the first carbon-neutral US city and providing clothing-optional beaches.

McGinn said on KUOW that he heard different concerns in his town-hall-style meetings -- jobs and issues around youth and families emerged as key issues of citizens. He continues to encourage the public to provide him their ideas for Seattle.

Lets appreciate the fact that we have a Mayor that is standing up for what is right.
1 out of every 6 incarcerated is incarcerated for Marijuana. Average incarceration across the country costs taxpayers about 24k per inmate. With 7.2 million incarcerated the use taxpayers are footing a bill of almost 30 Billion Dollars. Divide that by the overall population and we are each paying over $100 dollars to jail marijuana users just like we paid the cost during alcohol prohibition which was an utter failure. This doesn't even account for the war on drugs. Millions of dollars make it through the mexican border every day which strengthens the militarized drug cartels. Yes, the current situation is actually building foreign terrorist organizations. Look at Drug mortality rates.

Tobacco 435,000
Poor Diet and Physical Inactivity 365,000
Alcohol 85,000
Microbial Agents 75,000
Toxic Agents 55,000
Motor Vehicle Crashes 26,347
Adverse Reactions to Prescription Drugs 32,000
Suicide 30,622
Incidents Involving Firearms 29,000
Homicide 20,308
Sexual Behaviors 20,000
All Illicit Drug Use, Direct and Indirect 17,000
Non-Steroidal Anti-Inflammatory Drugs Such As Aspirin 7,600
Marijuana 0

Why do taxpayers even support this this costly taxpayer gouging that only benefits a few industries? Namely the Law Enforcement, Privatized Prisons, Pharmeciutical Companies and the Alcohol Companies? We are subsidize all of the above and the drug cartels with our current solution.

Annual Costs
Include the costs of the "War on Drugs" for the $100+ each and every one of us spend annually and we are each looking at spending about 10k a lifetime if you make it to 75 years of age. I could do a lot more productive things with that 10k. Add to the fact that many couples now both work and its 20k per couple.

Marijuana might eventually cure cancer
Here is what some research studies have to say. Remember, scientists are prevented from actually studying Marijuana due to the DEA's unwillingness to change the current scheduling. They don't want to lose jobs on what could potentially save millions of lives or at least provide more financially friendly treatment options.

Delta-9 Tetrahydrocannabinol inhibits growth and metastasis of lung cancer

in conclusion, the available evidence from animal and human studies indicates that cannabinoids can have a substantial analgesic effect.

Using electron microscopes to analyze brain tissue taken both before and after a 26- to 30-day THC treatment regimen, the researchers found that THC eliminated cancer cells while it left healthy cells intact.

I am having trouble posting bigger excerpts. But these are from reputable places (Forbes, American Cancer Research, Harvard, Journal of Clinical Studies.

Just one note. All of these findings pertain to canniboids. Canniboids are not present in Marinol. Marinol is THC. This is one of the big reasons Marinol is less effective. Not to mention that is costs about $650 dollars a month and it is used for ailments that usually bankrupt a person due to healthcare costs.

That just some food for thought. We could be stalling cures for cancer, one of the leading causes of death.

On Pain
"Clinical studies largely reaffirm that cannabinoids show efficacy in suppressing diverse neuropathic pain states in human. ... The present review suggests that cannabinoids show promise for treatment of neuropathic pain in humans either alone or as an add-on to other therapeutic agents."

Neuropathy is a debilitating form of chronic pain resulting primarily from nerve injury. Patients suffering from neuropathic pain seldom respond favorably to conventional analgesics, including opiates and non-steroidal anti-inflammatory drugs (NSAIDS).

Clinical and anecdotal reports of cannabinoids' ability to reduce MS-related symptoms such as pain, spasticity, depression, fatigue, and incontinence are plentiful in the scientific literature — leading many MS-associated patient organizations, including the Multiple Sclerosis Societies of Britain and Canada, to take positions in favor of the drug's prescription use. Patients with multiple sclerosis typically report engaging in cannabis therapy[14], with one survey indicating that nearly one in two MS patients use the drug therapeutically.

Recent clinical and preclinical studies also suggest that cannabinoids may inhibit MS progression.

Again, these deal with Canniboids which are present and Marijuana and not the synthetic THC marketed as "Marinol"

what legal prescription medications are taxed?
I guess if my doctor prescribes marijuana (he might do it if it becomes legal -- he's mentioned many times it would help me) I would still get taxed on it, but not the other prescribed medications?

Law Enforcement Against Prohibition
We got rid of alcohol prohibition because we could no longer afford it during the Great Depression.

Now is the time to get rid of drug prohibition.
